Why is there a 'no building' & 'no scripting' restriction in my Linden home?

No they are not normal.  But as owner of the land you can reset them yourself.  Go to About Land - Options tab and set the appropriate permissions there.  One note:  Make sure you are standing on YOUR land.  Linden Homes are designed with alot of protected space around the houses and depending on the model of house, many of them fill the entire alloted space.  So when standing just outside of your Linden Home, you may not actually be on your land parcel but in the protected space.  That would also account for the no build setting.
