Is "best" the highest traffic, or the highest FPS in a high traffic sim, or the longest average time spent per avatar in the sim, or the highest number of repeat visits per week, or ..... ?  (Actually, on most residential sims, "best" is probably the lowest number of visitors per week. ) The mind boggles at the possible ways to define "best."   I doubt that LL is ever going to hand out an award for any of them. If you're trying to sell stuff, though, profit should be enough reward.

Many years ago, when LL was trying to encourage people to spend real money to buy virtual land, and that was still a new concept, they used to collect "Traffic" figures and give sim and even parcel owners a L$ bonus for hosting a "popular" venue. People that owned clubs rapidly started gaming the system, by using camping chairs and accounts run by 'bots', or program-run accounts, to inflate their numners and appear to be more "popular". LL eventually ceased paying anything to the land owners, but still used traffic figures to improve a place's placement in the search listings. Most recently, traffic is only a small part of what they use to determine search rankings.

If by best traffic you mean the most people then yes those sims do get perks. First they get ranked higher in the inworld search since it is based on traffic, highest to lowest. Second they now get listed on the opening screen of the SL viewer as "what's hot" with the numbers of how many people are at each of the various sims. However these are only perks if people want to go to busy places, many people avoid busy places because they know the lag will be unbearable. Other than that no there are no rewards of L$ nor discounts in monthly or yearly fees nor prim type gifts.
