how do i find out why my region isn't up?

Hello Daryn and welcome to SL Forums. If your region is offline, you need to submit a ticket https://support.secondlife.com/create-case/ --> Land & Region --> Report an Offline Region. Alternatively if you are a Premium Member you can use the LiveChat. You find the option on the right.

If you own the sim, contact your concierge, it you don;'t contact the sim owner and have them contact their concierge.

I would also recommend checking the Grid Status page so you know when to expect a Rolling Restart day.  Depending on the type of rollout going on, it may affect private regions as well as Mainland.  Then you'll know whether it's a 'normal' update or something more out of the ordinary.
