The first thing I'd do is check to make sure you don't have an antivirus program that's blocking your access. Have you tried that?

Hello sparrow and welcome to SL Forums. You can't install the program or you can't download it? Try to reboot your modem / router leting it closed for at least 2-3 mins and try again. If you can't download it, don't choose "Run" but save it first in your hard disk. If you have wireless connection, it is no suggested for SL. Prefer direct cable connection.

It's fairly common for antivirus programs to assume that Second Life is a threat, thus preventing you from connecting.  It's also common for firewalls to block access.  To take care of both possibilities, see >>> http://wiki.phoenixviewer.com/doku.php?id=as_anti-virus_white_listing_steps and http://wiki.secondlife.com/wiki/Configure_your_software_firewall . If you are on a college campus or trying to log in from work, you may need to talk with people in your IT department to gain access.
