How do I create tags

There are two ways.  REAL tags are group identifiers.  They indicate the role that you have in the group that you have chosen as your "active" group at the moment.  You can see all of your groups on your profile page, or by right clicking on yourself and selecting Groups.  If you highlight a group and select it, that group becomes active, and you will be wearing its tag.  If you want a custom, personalized tag, you'll have to create your own group, get at least one other person to join, and pay the L$100 fee to register it.   See >>> http://community.secondlife.com/t5/English-Knowledge-Base/Groups-overview/ta-p/700081 to learn more about groups.

The other way is a bit of a cheat.  It's not a real tag at all but a line of floating text in a device called a titler.  You can get titlers cheap (free, usually) all over SL and on Marketplace, or you can make one with a simple script.
