GM Meter failure

I am not able to get a GM meter from a dispenser.  Does anyone know anything about this problem? 

Also, is there a GOR forum - maybe that would be a better place for this discussion.

this forum really wouldn't be the place to ask about inworld products and services... however if you check the creator of the meter dispenser and open their profile, at least one (if not several) of their groups should be related to the meter, and joining any of those groups and asking there will get you quick and detailed responses.

Also, ask anyone in the region that is playing for information on how to contact a Game Master. If it is via the meter, ask them to contact a GM. 

Players in most RP's always want fresh meat... er... new participants. So, they are helpful. They will consider you outside the game until you are wearing an active meter, so you won't get captured.

When in a role play area it is common to type non-rp comments inside ( ) or (( )) to denote and out of character status. If it is a group in RP, IM one of the people to avoid disrupting their play.

You can also Google the game name. Most serious RP games in SL have a web site with forum and FAQ sections.

GM in this context means Gorean Meter, which is a HUD attachment created for use in Gorean combat and RP regions... it's basically the thing that handles the technical rules by which users of that system play by.
