why can i not rez my items on the ground?

can not rez my items on the ground ... it say's returned too inventory?

It could be that there are too many prims in your box. If the land you are trying to rez on has only 5 prims available and your box is 10 prims, then it will not rez but will be returned to your inventory. 

To test this out you can go to a sandbox and see if you can rez the box there, then if you can, see how many prims the box is. Then return to your land, after you have taken back your box, and see how many prims are available there by going to world, about land, objects.

Also, I do believe you can just wear the box, then open it while it is still attached to you and take the contents into your inventory and then detach the box, although I have not tested this out.

Presumably you do not have permission to rez objects in your current area.  Try moving elsewhere or wearing the correct group tag, if applicable.

As a test try wearing the object(s) instead - if they rez ok when worn then it's a permissions issue (above).  If they still won't rez then it's an inventory (SL) problem and is not going to be so easy to fix
