With viewer 3 and the new beta both, local voice does not work at all.

When using Viewer 2.5, i often had to relog to get local voice to function. I would often get a pop up telling me the voice program was shutting down.  Now with Viewer 3 my local voice will  not work at all. I get no pop up telling me it will not work, the button is simply showing as non-functional. 

am also dealing with sudden unexplained debilitating lag for no apparent reason

has anyone had these problems or any clues as to what settings might be causing my problems, which seem to just get worse not better.

(yes cleaned up.. no firewall...computer works perfectly for everything else.)
