with "owner" of the tag people took me 3000L$ for 3 months, and he is give me "owner" tag... and next time im banned that place. he and sim owner is not speak with me. what should i do ?

Unfortunately you will probably have to book that as learning experience as LL won't do anything about disputes between residents and chances to get back the money from the sim owner are almost non-existent. Next time you shouldn't pay that much money in advance or get some land directly from LL.

I have to admit that I do not understand what you are describing, but you are clearly having some kind of disagreement with a sim owner.  A landowner can always ban anyone from his own land for any reason, just as you can always tell anyone to get out of your house in RL.  Unfortunately, there's no easy solution.  If you think that there has been a violation of the Terms of Service, you can file an Abuse Report.  If there has been no violation, however, LL will usually not become involved in disputes between residents.  You will have to work it out between you or simply walk away.
