You can adopt dogs at VKC, but adopting does not mean they are for free. Pretty expensive actually, but probably the best scripted pets in SL.

I belive there are places that offer adoption services for animals. Although these are avatars posing as animals, rather than a scripted animal. If you want a pet that isn't an avatar, I would suggest meeroos.
