I don't have too much of a clue what this is about but maybe its just that your address (billing address) isn't entered on your SL web account? That is if you are trying to buy L$.

Just try again later, it is not unusual to occasionally fail the API, its a very random thing.

You should not keep failing unless you have been flagged for some reason.  It can just be if your account is very new and attemting to do an unusually high transaction or something more serious like you're account is connected to a previously banned one of ill repute.

If you do consistanly fail & you are a not a money launderer, contact support.
