Why are griefing tools permitted to be sold on the marketplace?

They're designed to be fun items, used with fun people.  Unfortunately some of the purchasers do not gauge their audience well, and the recipient of the "prank" do not have the same sense of humour and view it as being griefed. :matte-motes-crying:

Even the Lindens can take a joke - but only when pre-warned (I deformed Oskar just yesterday!!)

My ex-partner used to set himself on fire on a regular basis. This was fun for him, but not fun to the other patrons of the venue where other people wanted quiet, romantic, lag-free times!

If you are feeling harassed by a particular person you can and should file an abuse report... but as others have said here people & cultures can have very a very different sense of humor.  If its a random act of silliness try not to take it personally, respond with humor or remove yourself from the situation or fight back with your own silly weapon of choice.

In my 4 years in SL I have been trapped in cages, attacked by saw blades and giant pink p.... (oh nevermind), zombies and worse (at sandboxes especially) its something you sort of have to learn to take in stride.

When an item can be used in a legit, non-offensive or harmful way, there's no ToS violation in creating and selling it - or in using in a legit way.

When the same item is used against other users -say, against their will- that's a ToS violation. Note that the owner of the item -not the creator or seller- is to blame. In such cases, file an Abuse Report against the person who used the item against you - not against the creator.

Also some items exist that cannot be used without violating ToS; or Linden Lab may unilaterally decide that item can only be used to harass other users. In these (rare) cases, the item itself may be removed from Marketplace and the seller may get sanctions. Example: RedZone.
