If I understand you right and that is the result you got, then you did not buy any L$ because of lack of RL money  - at least that's what the 'ticket' suggests

GO to your "Account History" page, from the link in the account section on the left of your dashboard. That shows all US$ transactions on your SL account. If it shows the payment made by your CC and has a US$ credit as the balance, it means that your money reached your account but did not get changed into L$.

You can just go to https://secondlife.com/my/lindex/buy.php? and buy your L$ again & it will use yoru account credit to pay for them.
