How do I contact a Second Life vendor about an undelivered order?

Assuming you have the vendor's name, send them an IM or a notecard with a detailed description of your purchase and problem.  If you bought the product on the Marketplace, then you can also use the tools there to check deliverey status.  You should validate that the transaction was properly completed in your Account - Transaction History as well.

Did you check the delivery status?  It can take up to 24 hours for a marketplace item to deliver

Were you charged?  If  you were not, and the item is no longer in progress, then you could simply repurchase

If you were charged, and it has been more than 24 hours, look at who received the linden in your transaction record...that is the person you would want to contact.  Send them nice im explaining the situation then copy your im and paste it on a notecard, also paste a copy of the transaction showing the charge, and then pass that to the person as a follow up to the im.
