It doesn't make any difference who a person is.  If you have a complaint about any person in world, you may file an Abuse Report.  Be sure to include any documented evidence that you have to support your complaint (pics, chat or IM logs, ...) and write your AR in factual, non-inflamatory language.  LL will acknowledge receipt of your AR but cannot tell you about the outcome, because that would be a privacy violation.   Whether the subject of the AR is a SL resident or a Linden employee, a TOS violation is still justification for disciplinary action up to and including banning from SL.
