Tier is basically how much land you can have at a certain level.
If you are allowed 2253 sqm of land at your current tier level you can have anywhere from 0 to 2253 sq meters of land. Once you own more land than that, you have put yourself into the next tier level.
So, your tier level is how much land you can own, not how much you have to own, so no Linden Lab will not punish you for not having all the land available to you at your tier level.
What that is saying is that if the group has tier donated to it, but then a group member takes back their donation and in effect leaves the group owning more land than it can support, then Linden Lab will take some of the land until it is in compliance after a 7 day grace period.
