That message simply means the landowner has restricted entry to their region to those with "payment info on file".

Marigold's response is correct and establishing payment on file is pretty easy.  Buy a some linden, start a group or I think even a classified ad will work to establish a  payment record.  Basically you just need to do some sort of inworld financial transaction with the Lab and you will have established a payment record. 

People sometimes restrict land to those with payment on file because griefers usually use new born alts with no account history to make attacks
