Why can't I change my rating when I go to the preference?

I get invited to these moderate places, and I can't go to them. I can only go to PG, but I'm like 16. So can't I go to the moderate places? I went to the age vertification thing. I got vertified. It says I can't go back to it until I'm 18 or whatever. But I just want to know why I can't go to moderate places or change my rating.

Because you're 16. Just like "it" says.

You will have to wait until you're 18 to go to moderate locations.  Teens below 18 are currently restricted to the General (PG) sims only.
