It is a server bug currently on all sims & not anything wrong with your account or your viewer.  LL are working to fix it & in the meantime you will need to use the workaround suggested in the link suggested by Ansariel.

If you try to give a permission, it will freeze up that person's name because it gets stuck trying to grant the first thing that you checked. If you relog it will clear the check marks and unfreeze it.
