How am I able to set up 'Home' for tenants on a plot of land

You need to set it as a role permission for the role of the group you want to assign your tenants.

You will find it in Group abailities under the section called: Parcel Powers - "Allow "Set home to here" on Group land.

Just check that ability for whatever the group role is that you have your tenants in.
