Check with your ISP.   Many networks in the UK throttle bandwidth at certain hours as their servers start to get overloaded.

Is there a net nanny installed on your computer?  Are you on a network of some kind where you are not the administrater?

 

LL does not limit anyone from entering SL from anywhere in the world, so that isn't the problem if you were asking that.
