How do I listen to music in other places? I cannot seem to hear it.?

You do not need that cache location set to hear sounds in SL.  Check your toolbar at the bottom for the buttons for music and video.  Click the up arrow to the left of the talk bubbles and see if any of the attributes are muted or turned low (gestures, ambient, music, voice, etc.

To hear music in SL on a sim where there is music playing, just click the play button next to the musical notes on your bottom toolbar.
