So someone walked up to me and this appeared then they disappeared

This type of thing can happen temporarily on parcels where build and object entry are enabled. There are products on the Marketplace that allow people to write something and have it show up above another avatar in hovertext as a "prank." An example of that:

It's an unpleasant situation, but there's no need to worry. The words should disappear after relogging, or teleporting to a different location.
