He doesn't say which category to ask under but try billing/Other billing issues and explain that you want to purchase premium for another resident.

eh .. how's he going to contact and verify at LL? I think it's very unlikely they will let a non player pay for you.
This would open the door to stolen cards being used or abuse of cards while the owner doesn't know.

It's just not an automated process like when you get premium for yourself.  He will have to use the support ticket system after creating his own account and then give a detailed explanation of what he wants to do which is gift a membership to another resident.

Ty for the info! I know it would be easier for him to send me money, but our countries have complicated policies regarding taxes for entering dollars, so if he sent me money he would have to declare it, pay 30% in taxes plus 8% and some more stamp duty, so the ideal thing would be for him to be able to pay it and I would use it.
