The only one who can truely answer your question is a linden via live chat (you have to be a premium member to use, but if you own land on mainland you're already premium). I think its possible, but I didnt see an option for it in the submit a ticket page under land.

Ask Live Chat on https://support.secondlife.com/start-chat/ but I would say the answer is no, because LL decides on the ratio of general vs moderate sims & they don`t allow you to make any estate decisions for mainland sims even if you own it all.

No. Even if you "own" all the parcels in a Mainland sim, you still don't have full ownership when it comes to things like the sim rating, or changing the terrain textures, or making radical changes to the terrain. LL reserves those rights to themselves.
