Zero phone billing support for account

On 11/11  I sold L , saw i made a mistake and canceled the sale of L . 
The cancelation is listed on my payment history and has a ticket number. But the tilia charge to my paypal was still there.
right then I created a ticket.  It hung under "Being Resolved" .
  My Preferred payment credit card was not charged, but it the charge was listed in paypal .
Today I find they ignored the cancel ticket ,  and directly took the USD from my bank. 

I have not been able to get anyone on the phone.  Is this the way they take USD?
  if they cannot get it through pay choice 1 they go take it from choice 2 ? 
What about the fact I canceled the sale ticket?

I don't get it what a L$ sale has to do with a payment from Paypal. A sale's outcome always goes first to your Tillia account, where it only transfers to paypal on your request. Fees are taken from the amount that is transfered.

Finally got through to support - the cancelation never went through . They had a ton of problems last week

If you were SELLING L$, PayPal would have nothing to do with it. Any L$ sold would appear as $USD in your Tilia account.

From your description, it looks more like you were BUYING L$.
