Assuming this is a private sim, contact the sim owner.  Or have the estate manager contact the concierge service or Live Chat to get a status on the sim.

Hmmmm.. I can TP to that sim, but the landing zone is a small caged area.  Can't TP out of it.  I assume that's normal.
