I own land on the Mainland in Hecta, parcel is 2048 (32 x 60).    I have a few skyboxes at 1000m, 2000m and 2600m

I let a friend put a skybox at 1500m, it is 26 x 50, it's biggish.     To make sure it was within my land boundaries, he created a simple platform, and put it on the ground, making sure it was within my boundaries.       He then put the platform at 1495m for reference, without changing the X or Y position.    Then he centered the skybox over the platform, totally within the boundaries.   He has group privileges to rez and build.

But neither of us can rez anything in the skybox, keep getting a message that the owner does not allow it.     He can rez on the platform at 2600m and change the Z-coordinate to be in his Skybox, and can edit/move/stretch the object then.   But he cannot rez, and *I* cannot rez.

I can't think of another way to ensure the platform and skybox are within my boundaries?

It's within your boundaries, but the skybox is mesh, right? Try putting a prim platform inside it and rezzing on that platform.

The viewer does complicated stuff to figure out where in 3-space you're trying to rez, and some (not ideal) mesh will trick the viewer into putting that point far, far away from where you think you're pointing. Assuming he wants to keep this skybox, he's going to have to get used to rezzing on top of a prim somewhere inside and then positioning the rezzed item where he actually wants it. (I put down a whole new floor in one old mesh skybox, so I can rez on it. The floor is actually mesh, but it's properly modeled so the rezzing geometry behaves itself.)
