Qie Niangao
Yeah, it's not sounding like a multiple monitor thing. But I'm not a viewer dev or anything. I think to make progress on this somebody who's having the problem is going to have to repro it on the Linden viewer and file a "feedback" bug report with their config data from About / Second Life, and hopefully somebody else will notice some interesting overlap and post that about their configuration. There may also come a time when a viewer console log needs uploading. It's just not looking like anybody is coming up with a quick solution here. SarahKB7 Koskinen
I noticed my SL viewers also drop to exactly 22 FPS when SL is idling in the background when I'm doing other things. Edited October 31 by SarahKB7 Koskinen

Jackson Redstar
Not sure this been answer yet but in debug settings set background yield time to 0, Not sure that is your problem but it has always been annoying when the viewer isn't the main focus the fps just drops - particularly noticeable and annoying using dual monitors

But thank you though !
