Are you owned by somebody who locked it or had it on open access and have RLV enabled? Then this is the correct behavior. Either ask your owner to unlock it, try using a safeword (often it is "SAFEWORD" - in capitals), or disable RLV in the viewer and relog.

to add to what has been said before:  Many colars - e.g. given those based on open collar - use the same database. So if you have been colloared by someone in a certain system and this collar uses the same system, you will collored with the new collar as well.
