This might be a simple as you have not clicked the page agreeing to Tilia terms. If that is not the issue, then you might want to submit this as a ticket -- I dont think that LL's support team checks the forums to look for individual billing issues.

Maybe because the card is in Ukrainian money and not dollars

I think you're going to need to contact billing support to fix this.   You could try phoning using Skype, or you could open a support ticket.    

Support are the only people who can help, and they're also the only people who'll know for sure what the problem is.

The US is in a holiday weekend, so it will be Tuesday before support will be back to normal. I've had really good response from Billing in the past, so it's worth the wait (but in the meantime, yeah, someone from Ukraine might have useful suggestions).
