Why is the Feedback system missing a Downvote option?

I am referring to https://feedback.secondlife.com/

As you can see in this example, we can upvote by clicking the up pointing arrow icon. However, there is no down pointing arrow that allows us to downvote.

Because people "against" something would "gang up" and all "vote it down"..?

Without a download, LL can probably tell if a tiny # of people "votes" on something + it seems controversial + it is a lot of work to..."file 13 it".
