Selling tokens that can be used in exchange for goods or services, would be no different to the way that some store gift cards work, so there wouldn`t be any reason that you couldn`t do that.

If you are planning some sort of banking system, that could be a differnet matter, as LL closed all the SL banks a couple of years ago, so there are rules about them.
