I know, but I don't want to spend money on a shape with a head I don't have or need.

I'd put money on that hair being flexi hair especially that front piece and how it goes through her boob.  Mowdols has a similar one called Tracy.  That hair looks photoshopped in places, too.  No idea about tattoos.
