Have you set the group abilities for his role in the group's profile?  If he's a co-owner of the group with you, then he should have full abilities.  If he has a more restrictive role -- manager, perhaps -- then you may not have assigned him enough abilities.

Have you deeded the land to your group? It will need to be deeded for those abilities in the group to work for him, if it doesn`t say "Group Owned" on About Land, then it has not been deeded.
