Sounds like when you try do a group chat and it tells you you don't have sufficient privileges to initiate group chat. Happens to me sometimes when the chat is really busy. It used to be called chat lag but that has presumably been fixed. I would say just try again. On the other hand, maybe you don't have permissions to initiate group chat. I would suggest asking the group, but I suppose you can't.
