You didn't specify if this is mainland or estate land. With mainland there are NO covenants so anyone can put anything anywhere as long as it isn't breaking the Terms of Service.

 

Assuming this is estate land, unless the covenant states that only one club can be in a sim, a second (or third) club could arrive. I lived in an estate sim once with three clubs on the sim.

 

So, if you want to be the ONLY club on a sim you would need to buy your own sim or talk to the estate owner before purchasing about changing the covenant so you would be the only club.
