This is a resident-to-resident website. None of us is a Linden, so all we can do is speculate, just like you. My guess is that they are doing the best they can with a limited staff and some complex account issues. Some problems are probably internal to LL's own system, but others may involve dealing with several banks, currency exchanges, ISPs, or governmental agencies. These things used to take several months to resolve. The fact that they have it down to a month or less is progress, though not as speedy as many people would like yet. I know it's frustrating, but all I can advise is patience and an occasional polite call for an update.
