Playing club music when skyboxes above it.

This comes up often so there are pre-existing answers in the forums. To your specific case, by far the simplest way to handle this is to make sure the club(s) are on separate parcels from everything else. There can be skyboxes on other parcels without causing confusion, but if they share the same parcel with a club, the club's audio stream will necessarily be available in those skyboxes.

It doesn't matter whether the club(s) and other users share groups or not, as long as they aren't on the same parcel. The parcels can all have the same owner and therefore share Land Impact allotment (which may be good or bad, for "accounting" purposes).

If the skyboxes must overlap the footprint of the club, there are complicated tricks to let them have their own sound and media streams, but they'll need to jump through hoops, not use conventional scripted "TVs" and "radios".

Put simply, you really don't want those skyboxes nor anybody else sharing control of the parcel audio stream used by a club. DJs are unlikely to be equipped for those "complicated tricks"—some have all they can handle just using the parcel audio stream, so I don't recommend making them use Shared Media (aka "Media on a Prim") nor agent-specific parcel media scripts.
