Perhaps the particular object has a touch but no available function.

If the object is not scripted to respond to a touch then Touch will do nothing.  You can choose Edit and then see what the object is suppose to do when Touched.

You are always welcome to click on anything in SL. The word "Touch" is just an invitation, not a guarantee that the object will do anything.  If its owner hasn't told it how to react, the object will just sit there looking at you.
