Is a land parcel devalued, from a sale/resale perspective, because it is located on a sim border.

I think the answer is mostly no :)

Sim lag caused by excess scripts etc. will cause the entire sim to lag, not just certain portions.  But there are a couple considerations.  First, a sim with neighboring sims does more processing than an island sim with no neighbors siimply because it has to keep track of those neighbors and manage border crossings.  Second, your viewer has to receive rendering information across the borders as well so that the world appears as one seamless mass.  If you like running at a high draw distance that looks across multiple sims, you will have alot more data coming at you.
