BOT Needed: Return % of payment back using specific business rule around group membership.

Looking for a BOT that is always active and that has following functionality (runs every 5 mins, say):

• BOT is the beneficiary of payments (so it will receive money from avatars)
• When a payment comes, BOT must check the transaction history table, see who is paying the bot (specific group member or non-group member) 
• If payer is part of the specific group, automatically return back a % of what is paid.
• If payer is NOT part of the specific group, no action

If such a bot available off the shelf? If not, can anyone point me to a good scripter who can help?

Does it have to be a bot? I think that most rental systems (e.g., CasperLet) can do this.
