Absolutely not. However, you can require them to wear the uniform (or a token of some kind) and then simply check to be sure that they are wearing it when they are in your region.

Ah, I believe I did word it incorrectly.  So theoretically, you can enforce an Avatar's appearance within the region.  Basically, if you are NOT "wearing" a specific inventory item, their access could be restricted?

Yup. You simply write a little script that checks every minute or so to identify everyone in the region and verify that each of them is wearing your special item. If not, it gives them a brief warning and sends them home.

Just a general question. Is it possible to restrict access to a sim if a user does not own a specific item in their inventory? For instance...if I created a baseball sim, I would want to ensure all users have a specific uniform. Make sense?

Why not just have a free uniform vendor at the entry point?

Right. There are combat regions which require that you wear a "combat meter", so other people can kill you. Without a meter, you're unfairly invulnerable.
