I don't think 4000 a month is a price you'll get a homestead for, most are between 6500 and 7500 a week. If you don't rent a full region, either homestead or fp region other will rent there too, and EM rights mean you will have control over those, doubtfull if they will like that as co-renter I think you''ll have to lower your expectations, or upper the money you want to spend.
