Not receiving lindens but payments made, system_cancel

Question

I've been trying to buy L$ since yesterday and the two times i tried, the payment has been taken from my debit card but I've not received anything, i get the message after checkout that it failed but my bank notifies me it's gone through. 
When I check the transaction history, both transactions show a "system_cancel" message as the closure method. 
 

What is the issue? I can't contact billing from where I am, there's no phone number for my region.

Probably because you are using a debit card.  From the Knowledge Base:

Issues with prepaid and gift cards

A common cause of payment method failure is the use of unsupported card types. At this time, the majority of prepaid cards are not compatible with our system, even if they bear the VISA/AMEX/MasterCard logo. This may include prepaid cards purchased at retail stores, rechargeable credit cards, and bank-issued check cards.

As a note, some Residents might find that a prepaid debit card will work once for a one-time purchase, such as Linden dollars, but fails to work after that. This is generally related to limitations in how many prepaid cards are authorized for transactions, so a prepaid card might stop working even if there are funds available.

Some Residents without a credit card find PayPal to be an acceptable alternative, as there are ways to verify and fund a PayPal wallet that don't require a regular credit card, such as linking directly to a bank account. In general, when using PayPal as your method of payment without a credit card, adding funds to the PayPal account before using it in Second Life works best.

In addition to it possibly being related to your payment method, the amount you are trying to buy might be more than you are currently allowed.  The size of L$ purchase is limited for new buyers.  Check your Limits:    https://accounts.secondlife.com/lindex/economic_limits

To add to the previous replies...

If you check your card's account page shortly after noticing a failed transaction, it may appear that you've been charged. However, that charge will be quickly reversed. If you check again an hour or so later, you should find that the money is back in your account.

Call LL Billing at 800-294-1067. If they can't help, you may need to file a dispute with your credit card company.

However, before you do that:

Just how did you make your purchase? If you used the "Best Rate (Limit Buy)" option, you actually made an OFFER to purchase X amount of $L at an exchange rate of Y $L per $USD. The money is taken from your payment method and placed "in escrow" until the market price hits your offered rate. If you get tired of waiting for this, you can go to your open orders and cancel it. The money will then go into your $USD Balance and can be used to purchase $L. Make another order using the Instant Buy (Market Rate) option.

The above is unlikely, since you say you got a "system cancel" message, but you should still check.
