Why don't clothing makers develop a priority system for attachments?

also I was told that the complexity thing does not just show your avatars readings but it fluctuates because of changes in your environment ie other avatars coming in or going out.  The more avatars in the environment around you then the higher your rate will show.  So see it is not just about what you do or do not do, others affect you also.   If an avatar comes in loaded with mesh attachments seen or otherwise,  that rate will skyrocket. So again I say it is up to all of us to be aware and not do things that will increase lag.
