If I cancel do I keep premium until end of month?

I've been forced to pay for another month of premium to unlock my account, can I change my membership back to regular and keep premium for the rest of the month or do I have to wait until days before the end then cancel?

If you cancel your premium account now, you will keep all premium advantages until the end of the billing period. You don't have to wait until the end to cancel.

Yes you can.

If you downgrade your account from premium, you may still be charged for your current month's land holdings. Land use fees are billed based on the peak amount of land held during your previous 30 day billing cycle. This includes land parcels held and land tiers donated to groups... Peak usage is measured by the maximum amount of land you held — for any length of time — during your billing cycle.
