Using script to wear and reorder tattoo?

Is there a way for scripts to make avatars wear a tattoo? And if possible reorder the tattoos?

If someone is using an RLV-capable viewer with RLV enabled, and has their tattoos (or any other wearable) correctly sorted into folders under #RLV, then a script on an object they own can issue a command to direct them to wear the tatoo (or other wearable) via the RLV API.

Ahh gotcha. But it's just a simple "wear this whole set" and no "in a specific order" (because, e.g., tattoos can overlap and thus order of wear is important), it seems?

well, if you have them in separate folders. . . but yes, there's no good way to reorder them via script.
