im a Premium member and yesterday I bought a gacha item for $1200L and in it I received nothing. Yes, while I understand these things happen, how do I create a ticket against the seller of this item?

Your first step should be to contact the seller and see what the response is, then go from there.

as modulated stated, contact the seller, LL has a policy of this is a resident to resident dispute and they tend to not get involved, so while you may file a ticket on it,  I would not expect an outcome, so try to work with the seller.
