Except that LL is no longer selling OpenSpace regions.

If the OP "bought" an OpenSpace region, they did so from another resident. That takes two forms.

  1. "Buying" the region directly by paying the owner some $L. THIS IS ACTUALLY RENTING! The other person still owns the region, and the "buyer" is agreeing to pay them a periodic rental fee.
  2. Actually transferring the region. This requires that the current owner and the buyer submit support tickets to LL. The buyer PAYS LL the agreed-to purchase fee. When that's been done, LL transfers ownership of the region to them, and releases the funds to the seller.

These two scenarios apply to all types of private regions, not only OpenSpace ones.

yes they do on special request :) 

You are right that was the official policy for long time, but some time ago a Linden responded to that subject

not very likely,i think  according to the "guidelines", it's not for residential use, just what the name says .. open space. More used as a channel to travel to a full region or homestead.
It only has 1000 Li and max 10 avatars.
